Shared Value Model
This concession operates on a community-benefit framework agreed as part of the concession award. Seventy-five percent of the concession was awarded to the two designated beneficiary communities, with the Government of Namibia retaining twenty-five percent.
The model ensures that the economic value generated by the concession flows meaningfully to the people and communities closest to the resource — not as a voluntary gesture, but as a structural requirement of the award.
The Maltahöhe & !Karkhoen Communities
Maltahöhe Community
The Maltahöhe community is one of the two designated beneficiary communities of this concession, participating in the shared value framework through structured economic participation, employment, and social investment.
!Karkhoen Community
The !Karkhoen community is the second designated beneficiary community, equally participating in the concession's community-benefit framework and sharing in the long-term economic value generated by the concession.
Concession Management Committee
Together, the Maltahöhe and !Karkhoen communities form a joint Concession Management Committee, established in accordance with clause 2.7 of the Concession Operator Contract. This committee provides structured community oversight and participation in the management and direction of the concession.
The committee structure ensures that community voices are represented in decision-making, that benefit flows are transparent and accountable, and that the concession operates in alignment with the interests of the people who live closest to the resource.
Employment
Direct employment from the Maltahöhe and !Karkhoen communities as shuttle drivers, kiosk operators, and campsite staff — providing stable income and career pathways in the tourism sector.
Skills Development
Structured training programmes covering hospitality, vehicle operations, safety, and environmental management.
Long-Term Participation
Sustained economic participation over the 25-year concession period, not short-term project-based engagement.
Social Investment
A portion of concession revenue funds community projects including educational programmes, health services, and infrastructure improvements within the !Karkhoen and Maltahöhe communities.

A Long-Term Partnership
The community-benefit framework is not a voluntary gesture — it is a contractual commitment embedded in the concession agreement. It reflects the principle that Namibia's natural heritage must generate value for the people who live closest to it.
The concession is projected to channel more than N$100 million into the Maltahöhe and !Karkhoen communities over the 25-year concession period, through revenue flows, employment commitments, and social investment — all defined, measurable, and subject to oversight.
