The Tender Process

How this concession was awarded through a formal public tender process.

This concession was awarded through a formal public tender process, open to all eligible bidders, and conducted in accordance with Namibian public procurement and concession policy.

The process followed these steps:

Public Advertisement

The Request for Proposal (RFP) was publicly advertised in national newspapers and official channels in November 2023.

Bidder Registration

Interested parties were required to formally register as bidders with MEFT.

Compulsory Briefing Session

A mandatory bidder briefing was held in Windhoek and attended by registered bidders.

Compulsory Site Visit

A compulsory site visit to Farm Arbeid Adelt and Sossusvlei was conducted and recorded.

Bid Submission

Bids were submitted before the published closing date and time, in accordance with the RFP instructions.

Evaluation Process

Bids were evaluated by MEFT in line with the published technical, financial, and compliance criteria.

Appeal Period

A statutory appeal period was provided following bidder notification.

Award

No appeals were lodged. The concession was formally awarded in writing.

Contracting

A Concession Operator Contract was issued and signed, granting exclusive operational rights.
